    There are three ways to check someone's right to rent in England: a manual document check, the Home Office online service (using a share code), or a digital check through a registered right to rent digital verification service provider (RtR DVSP). The digital route is for tenants with a valid British or Irish passport, or an Irish passport card. Instead of you checking the passport in person, an RtR DVSP like Thirdfort verifies it for you.

    It's a digital check your tenant completes on their phone in a few minutes, by scanning their passport and taking a quick selfie. We verify the passport, match the selfie to it and run a known fraud check against a database shared by more than 190 public and private sector organisations.     For tenancies starting on or after 1 October 2026, a digital right to rent check only gives you a statutory excuse if it's run by a registered RtR DVSP. The provider must be on the Office for Digital Identities and Attributes (OfDIA) register, with a note confirming it can provide right to rent checks. Manual document checks and the Home Office online service stay the same. We're registered, and every report links to our register entry.

    The Digital Right to Rent check is only for tenants with a valid British or Irish passport, or an Irish passport card. Other tenants will need to use an alternative route to provide their right to rent, such as a manual document check or the Home Office online service.

    The right to rent code allows digital checks on passports that expired up to six months ago, but only if the provider reads the passport's chip to confirm it's genuine. Our check verifies the passport from its visual, data and metadata elements rather than the chip, so we only accept in-date passports.

    If the check is unsuccessful, the report will show this alongside the reason, so you can consider whether your tenant can use an alternative route to provide their right to rent, such as a manual document check or the Home Office online service.

    Our Digital Right to Rent check is built specifically for right to rent. It's certified against the right to rent supplementary code, and it only accepts the documents allowed for the digital route. If successful, the report includes all the required data that must be shared with landlords.

    If you use one of our other identity checks for right to rent, it won't meet the requirements of the Home Office's statutory code of practice, and you won't get a statutory excuse.

    A statutory excuse protects you from a civil penalty if a tenant is later found not to have the right to rent in England. You get one by completing an approved check before the tenancy starts, confirming the person matches the check, and keeping a record of it for the tenancy plus one year. Without one, you could face a civil penalty of up to £10,000 per occupier, or up to £20,000 for a repeat breach.
